Seven of the 11 providers keep both the company and the data in the EU: Aiven, OVHcloud, Scaleway, Clever Cloud, UpCloud, Stackhero and KVNest. UpCloud is the cheapest with data on disk, at €8 a month for 1 GB. As of 4 November 2026, KVNest is the only one of the 11 that combines a free tier, a hosted MCP server and a choice of Redis or Valkey.

Pick for me
Your pick
Finland. €8/mo for 1 GB.
Why. UpCloud's 1 GB Valkey is €8/month with 12-hourly RDB backups; Clever Cloud starts at €5 but for 128 MB.
Also fits: Clever Cloud, OVHcloud, Aiven.
Every recommendation
Persistent, EU-owned, cheapest: UpCloud, Clever Cloud. UpCloud's 1 GB Valkey is €8/month with 12-hourly RDB backups; Clever Cloud starts at €5 but for 128 MB.
Free and EU-owned: KVNest, Aiven, Clever Cloud. KVNest gives 256 MiB in Germany (cache only); Aiven gives a 1 GB VM but picks the region for you; Clever Cloud's Materia KV is free only during its beta.
High availability today: Redis Cloud, Exoscale, Scaleway, Aiven. Redis Cloud adds replication from $5 (halving usable memory); European options start at about €49.52 (Exoscale Business-1, Swiss-run, part of A1 Telekom Austria Group), then €54.75 (Scaleway with standby) and $70 (Aiven Business), both EU-owned. KVNest is single node.
For AI agents (hosted MCP): KVNest, Upstash, Render, Aiven, OVHcloud. KVNest, Upstash and Render run hosted MCP servers that create instances; Aiven's hosted server has no Valkey-specific tools and OVHcloud's is in beta.
A US company is fine, you just want an EU region: Redis Cloud, Upstash, Render. Redis Cloud is the cheapest paid entry ($5 for 250 MB, many EU regions); Upstash has the largest persistent free tier (250 MB in Frankfurt or Ireland); Render suits apps already in its Frankfurt region.
A region is not an owner
Where the company is matters as much as where the data is. A Frankfurt region keeps your data in the EU. But a US parent is subject to the CLOUD Act: with a warrant, US authorities can require it to disclose data it controls, wherever that data is stored. Providers can challenge an order that conflicts with local law, but the risk stays with you.
- Aiven: EU-owned, Finland; data in Germany, Netherlands.
- Scaleway: EU-owned, France; data in France, Netherlands, Poland.

- UpCloud: EU-owned, Finland; data in Finland, Germany, Netherlands, Denmark, Spain, Sweden, Poland, Norway (EEA).
- KVNest: EU-owned, Netherlands; data in Germany.
- Stackhero: EU-owned, France; data in France.
- Exoscale: Non-EU parent, Switzerland; data in Germany, Austria, Bulgaria, Croatia.
- Upstash: US parent, United States; data in Germany, Ireland, Belgium.
- Redis Cloud: US-headquartered, United States; data in Germany, Ireland, France, Sweden, Italy, Spain, Belgium, Netherlands, Poland, Finland.
- Render: US parent, United States; data in Germany.

EU-owned providers
Finland
Best for. A mature EU-owned Valkey with a free tier and a path to HA.
The catch. Aiven picks the free tier's cloud and region, so it may not run in the EU.
Details: Aiven
- Owner
- Aiven Oy, Finland.[13] HQ at Antinkatu 1, Helsinki; agreement governed by Finnish law. Business ID 2795743-5 comes from a registry aggregator, not Aiven's own pages.
- Free tier: Free
- $0/month. One 1 CPU / 1 GB VM (Valkey maxmemory is capped at 50%), with a backup; Aiven picks the cloud and region and may power it off when idle. Region not yours to pick.[8]
- Smallest paid: Hobbyist
- from $19/month ($0.03/hour).[5] Single 1 GB node with RDB snapshots and a disaster-recovery backup; no failover until Business ($70/month, 2 nodes).
- EU regions
- Frankfurt, Amsterdam.[5]
- MCP: Hosted
- Official remote MCP server with OAuth, read-only mode and tool scopes; it manages Aiven services generally and has no Valkey-specific tool scope.[12]
- Partly verified
- Some facts weren't on the provider's own pages and say "not published". FAQ
Which managed Redis providers are EU-owned?
Aiven and UpCloud (Finland), OVHcloud, Scaleway, Clever Cloud and Stackhero (France), and KVNest (the Netherlands). Exoscale is run from Switzerland, but its parent group is majority-owned by América Móvil in Mexico. Upstash and Render have EU regions and US parents; Redis Cloud has EU regions and is US-headquartered.
Is a Frankfurt region on a US provider GDPR-compliant?
It can be, with safeguards such as the EU-US Data Privacy Framework or standard contractual clauses. What an EU region doesn't change is that a US company can be ordered under the CLOUD Act to hand over data it controls, wherever that data is stored. Whether that matters depends on your data and your customers. This isn't legal advice.
What's the cheapest managed Redis in Europe?
For a persistent gigabyte from an EU-owned company, UpCloud at €8 a month. For the lowest entry price, Redis Cloud's 250 MB plan at about €4.44 (US-headquartered) or Clever Cloud's 128 MB plan at €5.
Is there a free managed Redis service hosted in the EU?
Yes. KVNest Starter gives you 256 MiB in Germany, cache only, free during the public preview. Upstash (250 MB), Redis Cloud (30 MB) and Render (25 MB) have free tiers in EU regions from US companies, and Clever Cloud's Materia KV is free in Paris during its beta. Aiven's free tier is 1 GB, but Aiven picks the cloud and region.
Which providers run a hosted MCP server?
KVNest, Aiven and OVHcloud (in beta) among EU-owned providers, and Upstash and Render among US ones. Clever Cloud and Redis Cloud publish official servers that you run yourself.

Redis vs Valkey in 2026: what's different and which to pick. For most apps it doesn't matter: Redis 8 and Valkey 9 speak the same protocol, and mainstream Redis clients connect to both. Pick Redis if you need TimeSeries or the newest Redis Query Engine features; pick Valkey if you want a BSD license and a Linux Foundation project. On KVNest you choose per instance, at the same price.
